PN 732--Exam Integrity Guidelines – As per UAE Ministry of Education (MoE) Directive



Students and Parents,

The UAE Ministry of Education (MoE)has reiterated the importance of upholding academic honesty and fairness in all examinations through the Exam Integrity Guide to Combating Cheating and Exam Misconduct. The Ministry emphasizes that maintaining exam integrity is the shared responsibility of students and parents.

Below are the key points every student and parent must be aware of:

1. Purpose of the Exam Integrity Guide

The guide outlines the rules for preparing, conducting, and grading exams to ensure fairness, honesty, and equal opportunity for all students. It aims to protect the credibility of the UAE's national examination system and promote a culture of responsibility and respect.

2. Legal Framework

The guide is supported by Federal Law No. 33 of 2023, which classifies exam-related cheating or misconduct as a legal offence. This law enforces strict penalties for any student involved in dishonest practices during exams.

3. School Implementation

All schools are required to:

  • Disseminate the Exam Integrity Guidelines to all students and parents.

  • Conduct awareness sessions before exams to explain the rules and expected behavior.

  • Ensure exams are monitored in accordance with MoE directives.

4. What Constitutes Exam Misconduct or Cheating

Any action that gives a student an unfair advantage is considered cheating. Examples include:

  • Using mobile phones, smartwatches, or electronic devices during exams.

  • Taking photos or sharing question papers online.

  • Communicating with other students during the test.

  • Leaving the exam hall without permission.

  • Posting or forwarding exam content on social media.

  • Distracting or influencing invigilators.

Note: Even digital attempts to access or leak exam materials are treated as serious violations.

5. Penalties for Students Caught Cheating

Depending on the severity of the violation, penalties may include:

  • Zero marks in the concerned subject.

  • 12-point deduction from the student's conduct score.

  • Exclusion of the answer paper if deliberately damaged.

  • Referral to Behavioural Rehabilitation Programmes under the MoE's Behaviour Assessment Initiative to promote ethical decision-making and accountability.

6. Monitoring and Inspections

The MoE and ADEK will conduct random and unannounced inspection visits to ensure schools comply with exam regulations and uphold transparency and fairness in all assessments.

7. Message to Students and Parents

  • Students are encouraged to take pride in their honest efforts and view exams as opportunities to demonstrate their learning and perseverance.

  • Parents are urged to reinforce the values of honesty, discipline, and respect at home, helping their children understand that integrity is a lifelong virtue—beyond the classroom or examination hall.

8. The Importance of Academic Integrity

Academic integrity forms the foundation of learning, character, and citizenship. It ensures fairness among students, maintains the credibility of the education system, and prepares learners to become ethical, responsible members of society.
